Time Zones in Russia

As far as I can make out, the number of time zones in Russia was indeed reduced from 11 to 9 at some time in 2010 or 2011, but it is now back up to 11. Wikipedia clearly states that "There are eleven time zones in Russia", and has a map to illustrate them (captioned "October 2014: 11 zones").

To add to the confusion, a website called timeanddate.com lists a total of 15 time zones, but states "With its 11 local times, Russia is one of the countries with the most time zones worldwide." It appears that there are 15 separate zones (i.e. geographical areas), but they actually only use 11 different "local times".

Ten of the eleven zones are contiguous (more than in any other country); the one outlier is Kaliningrad, which uses Eastern European Time (GMT + 2) and is one hour behind Moscow Standard Time (GMT + 3).
